Jessica moved to the Mountain State in her early teens and quickly claimed the Appalachian Mountains as her permanent home. She graduated from West Virginia University in 2020 with a B.A. in Criminology and received her Master’s of Public Administration and Policy from American University in 2021.
She joined the Cardinal Team in 2020 where she is working to enact meaningful solutions and motivate her community. Jessica’s experience as a camp counselor, school choice advocate, and former consultant has ignited a passion to change the landscape of West Virginia for a safer, happier, and healthier community.
She has authored multiple briefs for the Cardinal Institute including Convicting CON: Putting West Virginia’s Certificate of Need Laws on Trial and Regulatory Sandboxes in West Virginia.
Fun Fact: In the 2020 General Election, Jessica was the youngest Campaign Manager in West Virginia!
